避難訓練
今日は医院で防火訓練をしました。２階台所から出火という想定で、職員総出での訓練です。消防署の方々のご指導をいただきながら、無事(?)終了することができました。
こういった形できちんとした訓練を行ったのは初めて。開院から来月で16周年になります。確かにこれまで火災のような事故はおきていませんが、でもだからといってこれからもおきないというわけではありません。もしかしたら明日おきてしまうかもしれません。日頃からの備えは、やはり怠りなくしておく必要があります。
今日はお昼休みに訓練をおこなったので、患者さんはおられませんでしたが、もしも診療中に火事になったとしたら、多くに患者さんをきちんと避難誘導しなくてはいけません。みんながパニックにならずに安全に外へ避難するのは、けっこう大変かもしれません。
当院はわたぼうし病児保育室を併設しているので、そこには毎日何人もの子どもたちをお預かりしています。親御さんがいない状況で、保育士と職員だけできちんと避難することが求められるわけです。こんな時はどうする、といったことをマニュアル化し、それを徹底的に頭に入れておく必要があるでしょう。
避難したあとで、建物内に人が残っていないかの確認は、けっこう難しいようです。外来患者は「不特定多数」ですので、点呼をとるわけにいきません。建物の中で、避難しながら、人が入れるスペース（トイレの個室も含めて）の全てを、実際に中をのぞきながら不在の確認をしていくことしかないようです。
わたぼうし病児保育室で預かっている子どもたちについては、毎日メンバーが替わりますが、それでも当日ごとに把握できていますので、避難が確実に行われたかどうかを確認するのは容易です。
一番難しかったのは・・私が職員全員が避難できているのかどうかを確認することでした。常勤職員も時間帯をシフトしながら勤務していますし、そこにパート職員も加わります。いったい何人いるのか、リアルタイムに把握できていません。事務、看護師、薬局、保育士といった各セクションごとからの報告をつみあげていって、やっと全体が分かります。どうも避難訓練で一番問題だったのは、院長の頭の中だったようです。困ったものです。
